Consumer Promotion Draw with fake check

My mother received a letter at my brother’s address from TIAA-CREF, claiming that she was a winner in the “Consumer Promotion Draw” which was organized for all customers of major stores in the US and Canada, including Walmart, Sears, ASDA, Home Depot, Currys, WHSmith, and Safeway.

They included a real looking check which was actually signed by someone. The check was for $4,450 and the serial number is 43277647UK and asks that she cash the check and that part of the money would be for the British Gov. Tax, and the officer’s name is:

Mrs. Julia Jones
104 Baizdon Rd.
Se3 OUQ, London, UK

Which they wanted to be sent by wired transfer though Western Union.

They also said she was entitled to winning $50k through certified check which would be delivered through Fedex or UPS.

It said before cashing the check to contact the claims agent:
Mr. Kevin Smith or Ms. Malie Frank at: 1-866-301-1381 between 8:00hrs to 17:30hrs (Pacific) Monday through Saturday to authorize the check.
